Some street people of Waukesha like the idea of free cigarettes. They would go into the smoking receptacles and pick out butts people threw away. As much as we like to encourage recycling, this is just a nasty, nasty thing to do and for someone to see.
The new receptacles provided by Waukesha BID is now lockable. What a welcoming feature!
