History Lesson 9 of 10- I thought La Estrella started on Main St. at the present Gen 5 location, I remember talking to the lady owner from Argentina, then it turned into Lopez's. I thought the La Estrella name popped up next to Casa Del Rio at the old Oriental Grocery building for a second and then to Sunset at present location. I did notice ownership changes... Anyhow, our donuts are from La Estrella and btw, Rochester Deli has the most awesome pecan bar in the world, I have customers making a drive from Kenosha to get them... Another note: WTC's Donuts Saturday is a tribute to Bill Hanson. He used to get donut holes from the Donut Shoppe for work on Saturdays...

Chef Jeff at Gen 5 gave the WTC crew a nice taste of what is to come, and here are the three pasta dishes he created for us:

Pan Seared maple leaf duck over tomato/paprika linguine with a Mojo cream sauce.

Seared salmon over lemon-dill linguine with a wasabi arugula pesto, wilted spinach and toasted pine nut

Veggie Mac and cheese with homemade whole wheat pasta

We also had Steak Siciliano, garlicky green beans, lettuce wrap, black bean cakes (Nothing like Swig's but very good at its own right.) and Caprese.

We loved all the pasta dishes, and the pasta fit the meat/fish perfectly. I think as the weather gets cold, these will be awesome comfort food with a level of sophistication... (Psst...The secret is the homemade pasta...)

(Emma provided great service as everyone there BTW...)

A New BID Board



By state law the majority of the members must own real property.  There is no way around it.



Wis. Stats. sec. 66.1109(3)(a):

"... A majority of board members shall own or occupy real property in the business improvement district."

Not just own, but also occupy, which includes tenants.  However, the BID bylaws elaborate a little bit, requiring a minimum of 3 owners and 3 commercial occupants.

Something more important is being glossed over in all of this - I gather that the reason the mayor only nominated five new members, instead of eleven, is a belief that seven is all that's need to constitute a quorum.  That is absolutely wrong.

The BID bylaws require a board of thirteen members.  The mandatory "shall consist of thirteen voting members" is used.  There must be thirteen members.

A quorum is defined in the bylaws as "Fifty percent of the number of directors in office."  For a quorum to consist of seven members, there must be thirteen members in office.

A board of seven is not authorized by the bylaws, and the board must be authorized by the bylaws in order to conduct any business.  A board of seven is not a quorum.  If a board of seven were authorized by the bylaws, the quorum would be four.

If people are operating under the assumption that seven members will allow the board to function, they are utterly wrong.

The new city administrator's comments that he wants to restructure the BID are also without any basis in law.  He has no authority to do so, just as he has no authority to take over BID operations while the board is below its required number.  The BID exists only because of sec. 66.1109, and the rules in that statute have to be followed.

All of this casual disregard for the law at City Hall should be alarming to everyone.  Like it or not, laws and rules of corporate operation are meant to be followed, and the city government, especially, has to lead by example.

Zombie Walk did well donation-wise despite the threat of bad weather... Heather and I were talking about an after party at Cutler Park for the 5th anniversary one two years from now.

Some said the outdoor giant guitars will be moved in early November but to indoor locations throughout Waukesha. I do have a list which I can post soon. WTC, Spring Gallery, WSB indoor ones will stay put.

I was also told that GuitarTown 2 might be doing move-able murals and perhaps more giant guitars for the greater Waukesha area, but security will be an issue...

I will throw a question out on the floor: HOW DO YOU THINK ART CRAWL CAN BE IMPROVED?

Angie's last day at Magellan's is 10.25.12. Mark your calendar for a little send off party... There might be an ugly tie contest...

I do have to put out an advance notice that this blog might experience some posting time issue when I travel in the near future, so you know...

Thanks to a group effort, Downtown Waukesha put out a nice party for the zombies... A lot of local biz pitched in to make it happen: Rochester Deli, Bernie's Tap Room, Sprizzo's, People's Park, Poppin' On Broadway, Montecito, Key Westconsin, Steaming Cup, Guitar for Life, Moxie's, WTC, and Gen 5 ( did I miss anyone?)... Magellan's offered a tent too. Heather, the organizer, was very happy for a great turnout despite the threat of rain. We were happy to help with the fundraising for HAWS and Food Pantry. Thank you all for help shaping this event to be another yearly attraction for DW.

There is hope for a united and peaceful downtown, we just need to find a way to keep the politics and manipulation out...

From Flux Design

This coming Friday, October 12 at Trinity Three Irish Pubs in Milwaukee we will having a sneak peek reveal party for Flux Design's new upcoming reality TV series "Made In Milwaukee"! The party starts at 9PM, but get there early as we are expecting a crowd! The show is going to of course be about Flux Design and what we do, with focus this season on residential spaces, BUT it also focuses on our local business and artists, and makes Milwaukee look fabulous! So show your support for our city and small business by tuning in to the DIY channel (Do It Yourself Network) this coming Friday at 10PM Milwaukee time. Two red and two white wines are also on tap.

What was I holding in the photo? That was the 1.5 pound pretzel! It was $12 but came with 3 dipping sauces (Cheese, brown mustard and horseradish.). One local chef/business owner said that was the best pretzel in Waukesha...

I've also found out the manager is one of my clients. He used to work at Mo's Irish Pub so there is some experience backing this place up. I had toured the place before renovation and they did a good job cleaning it up. My suggestions would be to jazz up the women's bathroom, perhaps a mural or two, and some sound absorbing material on the ceiling. It does have a third ward feel to the place...

The beer was nice and cold though... (BTW, I was wrong, it does have a full bar...)

BTW, I had a FAIL moment in Freeman... Jennifer's choice of charity is CAI... You know, we absent minded gallery owners... See you all tonight?

I spoke to a former BID member and she confirmed that the 100% claim is false and misleading.

I absolutely disagree to shift all events to WDBA or WEAA or event organizers, BID needs political neutral events like Farmers' Market and Christmas parade. Why BID? BECAUSE BID IS FOR ALL DOWNTOWN, not for a selected group with one's own agenda. The problem we are having is from lack of balance, shift from one extreme to another is no better...


"A balanced BID board in years past was not perfect, but it did get major stuff done." Some said...

We will wait...

Henschel explained the BID’s 2012 Budget is $291,025 and $168,500 (58 percent) of that is budgeted for administration including salaries, rent utilities and professional services.

I shake my head...

Of course, all eyes were away from Downtown Waukesha...

It was pretty obvious, but there were elephants roaming in Common Council chamber last night and no one dare to point it out.

It was clear what Mayor ScriMa-nipulation's objective was, I don't need to beat a dead horse. What was interesting was the back pedaling by the City Attorney and the City Admin at different occasions. I think several council members were clearly irritated... Two more weeks, and we will see... or not...

I hope one day people will look back at this mayor's behavior as something NOT to do...

On a side note, the 51% (value) of property owners need to listen to the 49% or you are no better..

BTW, appoint Hekkerses will be asking for more conflicts, and the vigorous one might just do that to create more division....

( Did you catch the part when Alderman Patton was calling for the new BID board appointments to be 50% one side and 50% the other side? Did he just admit that there WAS a problem and highlighted the card stacking of previous appointments by the vigorous one?)

Get it done! Tough luck, Milwaukee...

Fellow Council Members, 

I will likely not be in attendance at Tuesday's Council meeting as I have family from out of town visiting next week.  As such, I would like to share my input on the BID and where we go from here. 

In short I fully support the approach outlined by Ed in his memo distributed to us in our packets.  After much consideration and after briefly sharing my thoughts at the last Council meeting, I do not believe simply replacing the old members with new ones goes far enough. Furthermore, I think we would be doing a disservice by appointing and placing anyone in a framework that needs change.  The BID is not scaled appropriately (too large with too much overhead).  I would not be in support of recycling through many of the past players that have been on or participated in the events of the last few weeks (paid or volunteer).  I think it is important we look forward with a new approach and new perspective.  The BID, or whatever form it may take plays an important role, but as I suggested at the last Council meeting we need to seize this opportunity to make the changes necessary and lay the foundation for the next group to hit the ground running and build on the existing and new successes in the Downtown.  The resignations of much of the BID last week really opened up the door for the changes that needed, I ask that we thoughtfully pause and get it right. 

I have every confidence that the temporary stop gaps that have been put in place are enough to carry us through until the Council can make the necessary changes that are needed.

It is not the job of the City Administrator or the Mayor to re-structure the BID. That is the responsibility of the stakeholders…the property owners.
I find it odd that the petition submitted by the property owners who pay 51% of the tax dollars into the BID did not get in the Common Council members packet for Tuesday’s meeting. Could someone please explain that to me. We could have gotten more property owners to sign the petition but we just ran out of time.
Mr. Henschel, please stop what you are doing and stop following the mayor’s lead. You work for the City of Waukeha and the Common Council, not just the mayor.
We are not going away and we will not let the mayor, the city administrator, the city attorney or the business owners in the downtown take our organization away from us. You have the WDBA. If you think your voices are not being heard, why not do what the property owners have done…pay an additional tax on your businesses so that you have more authority and more money to carry out your agenda.

Enough WackySha and Mayor ScriManipulation...I am gonna take a vacation to find that inner peace... ;)
